Mayor Carl Hagen was appointed to the City Council in December 2004 following the passing of Councilmember Robert Salazar. He was elected to his first full four-year term of office in 2006. Carl was elected by his fellow Councilmembers as Vice-Mayor in 2007 and as Mayor in 2008. After attending San Jose City College in the mid-1960's, Carl enlisted in the US Air Force where he was trained to repair ground to air radio equipment and was able to complete some college at the University of the Philippines. Following his tour of duty in Southeast Asia, Carl completed his military service at a base in Riverside and continued college at Riverside Jr. College. He began his insurance career with Penn Mutual Life Insurance in the San Jose area and continued to study for his Charter Life Underwriter (CLU) status through the American College.He attained his CLU in 1976 and shortly thereafter began his business career as owner of his own insurance business.
Carl's community involvement has included the following organizations: Kiwanis Club of Placerville, New Morning Youth and Family Services, El Dorado Community Foundation, Marshall Hospital Community Advisory Board, Gold Country Retirement Community Advisory Board, El Dorado County Chamber of Commerce, Golden West Property Owner's Association and the YMCA Western Slope Aquatic Center. Carl has coached or assisted in recreational league youth basketball, soccer and Bobby Sox softball.
Carl has lived in El Dorado County 30 years. Carl and his wife, Pam, are the parents of three daughters: Carrie, Molly and Megan.
